Abstract
This research aims to develop an effective mechanism for cultivating high-skilled learners in the railway industry and implement the learning process under the Work-integrated Learning (WiL) Framework. Under the research framework, high-vocational students are the target group that needs to fulfill competence to meet the industry requirements. And the master’s degree students are one of the mechanisms given into the process. Both groups are assigned to do work practice in the railway sector company, but different duties. Master’s degree students find the competence gap of high-vocational students and propose methods to close it. Finally, the competence of high-vocational students could meet the industry requirement. And the research process could affect the competitiveness of the industry.
