บทคัดย่อ

This research focuses on the development and implementation of a competency

enhancement process for City Learning Facilitators in Chomphon Municipality, Ratchaburi

Province, Thailand, an area with high potential for becoming a learning city but lacking in

personnel to guide this transformation. Grounded in Constructionism, the study utilized the

ADDIE model to design a training program for 24 community volunteers. The program

consisted of two main parts: a training section focusing on facilitation, learning process design,

and problem-solving skills, followed by an application section where participants supported

real-world Chomphon City Development Projects.

The research aimed to develop this enhancement process, improve participants' facilitation

skills, and evaluate their satisfaction. A mixed-methods approach was used, including pre- and

post-training assessments and satisfaction surveys. The results indicated that the training process

was of high quality, as assessed by experts. A dependent t-test showed a statistically significant

improvement (p<0.05) in the participants' learning facilitation skills after the training.

Furthermore, participant satisfaction with the process was rated at a "Most Satisfied" level. The

study concludes that the developed competency enhancement process is effective in equipping

community members with the necessary skills to become successful City Learning Facilitators,

thereby supporting sustainable urban development.
