Abstract
This study analyzes factors influencing the success of low-carbon tourism through a documentary research approach, reviewing both Thai and international sources from academic databases such as TCI and Google Scholar. The research aims to (1) identify key success factors of low-carbon tourism, (2) compare them with the Bangkok Metropolitan Administration’s Climate Change Master Plan (2021–2030), and (3) propose strategic guidelines for Bangkok’s low-carbon tourism development. Findings reveal 6 critical success factors: environmental awareness, public participation, supportive local context, policy relevance, government action, and private sector involvement. However, Bangkok’s Master Plan emphasizes infrastructure over public engagement and environmental education, limiting its effectiveness. To achieve meaningful progress, Bangkok must shift toward a people-centered approach that prioritizes awareness, participation, and shared responsibility, fostering sustainable low-carbon urban and tourism development.
