Abstract

To reduce a risk of loss of life, business, and assets, Early Warning Systems, EWS, are deployed as a supplement of infrastructure in enterprises and public services including emergency response units of disaster prevention offices. Their personnel must equip with advanced tools to serve public efficiently while existing tools should be not be discarded, especially during economic crisis. Therefore, all media of emergency agencies in warning systems must be integrated as one single channel to minimize emergency response time. We implemented Session Initiation Protocol (SIP) warning system for emergency response. SIP supports the integration among IP and Non-IP communication. We also run tests of our emergency service warning system with the actual messages.
