Abstract

Klongsan area is one of the Bangkok Innovation Districts. This project aims to revitalize and develop the area. After Covid 19 pandemic and the city plan for the next 5 or 10-year plan to respond to change in the future, Bangkok Metropolis Authority launches a polity to create a city plan with participation between academic, government agencies, and communities to serve the identity of Klongsan through the integration of Open Data Platform and Data Ecosystem and Innovation.

According to Real Estate Data Center from Government Housing Bank’s research found that the mass transit system caused a 31.9% increase in the property price compared to 2021. This contradicts the high demands of low-income housing, especially for the labor group. The impacts of Covid 19 pandemic, causes workforce lifestyle changes, for example; fewer hours of work at the office. Their houses are not designed to respond to the new changing behaviors and work lifestyle after the pandemic. Another impact is the great resignation of the workforce all over the world. Moreover, the concern for personal health is highly concerned. Therefore, the new development plan of Klongsan should integrate the new tool and digital technology platform to update the information for policy decisions to create a new master plan and action plan.

The research is, thus, divided into 3 phases under the objectives of 1) to create a management tool and system to organize the well-being data of Klongsan; 2) to propose the public health and housing policy for the well-being of Klongsan after the pandemic and the future; 3) to propose a new model of business and investment for the area development integrating with the participatory process and place-making. These, as a result, will promote innovations through open data and sustainably increase the quality of life.
