Abstract
The purpose of this research was to create a learning management plan. To find the quality and efficiency of the learning management plan to compare learning achievements in learning management. and find learners' satisfaction in active learning (Active Learning) through writing brainstorming activities (Brainwriting) case Study of Pneumatics and Hydraulics Course at the vocational certificate level, 3rd year, semester 1, the academic year 2022, totaling 36 people after receiving learning activities using the teaching model of proactive learning management which has tools used in research including 4 learning management modules a pre- learning and post-learning achievement test learning activities, exercises, and student satisfaction assessments including percentage, standard deviation and t-test The results of the research revealed that when the learners used the proactive learning management plan, the learners' learning achievement was significantly higher after learning than before learning at the .05 level. Lesson efficiency (E1/E2) was valuable. equal to 85.01/83.33 which is higher than the specified criterion and the results of the assessment of satisfaction with teaching and learning management are at a high level (𝑥̅ = 4.67, S.D. = 0.44), indicating that learners can always create knowledge and existing knowledge. And it will be knowledge "I already know, I really know" because it is a body of knowledge that the learners can extract by themselves.
