This research aimed to 1) design and create a measurement and evaluation application for Work Integrated  Learning System for students of the High Certificate of Vocational Education Program, Rayong Industrial Estate Technical College, 2) to evaluate the quality of the measurement application, and 3) to evaluate the satisfaction of learners, teachers, and trainers in the workplace with the application. The study was conducted with a population group consisting of 29 students of the Advanced Vocational Certificate Program in the first semester of the academic year 2024, Rayong Industrial Technical College, 26 teachers of the Advanced Vocational Certificate (Vocational Certificate) in the first semester of the academic year 2024, Rayong Industrial Technical College, and 11 trainers in the workplace. The research instruments consisted of the measurement and evaluation application, the quality assessment form, and the satisfaction survey of the measurement and evaluation application. The research was conducted by designing and creating the measurement and evaluation application. Then, the quality was assessed by experts. The application was tested and the satisfaction of the population group was collected. The research results found that the designed and created measurement and evaluation application consisted of 3 main parts: learners, teachers, and workplaces to track subject progress. Recording performance for students, assigning work/suggestions (for teachers), and measuring and evaluating education results, with overall quality assessment results at a high level (µ = 4.44, σ =  0.41). Overall satisfaction assessment results of students were at the highest level (µ = 4.53, σ =  0.58). The results of the research show that the measurement and evaluation application for use in integrated learning management with work can be used with quality, transmits data from all parts quickly, is up-to-date, and helps in developing better teaching and learning systems.
